2009 has been declared European Year of Creativity and Innovation by the European Parliament, with the whish to strengthen these aspects for social and economic reasons, and to respond more effectively to the actual challenge and opportunities of globalisation. The decision underlines that "there is a need for skills and competences that enable people to embrace change as an opportunity and to be open to new ideas that promote innovation and active participation in a culturally diverse, knowledge-based society".
The first idea started in 2006 in the Austrian music sector, with the suggestion of a "European Y ear of Music Education", though this view has been soon regarded as too limited. Following the economic background of the European Union and the Lisbon strategy which aims, since 2000, to strengthen European economy, the debates took also into account the essential production of goods of intangible character to enlarge the initial proposal towards a "European Year of Creativity and Innovation through Education and Culture" and then to a "European Year of Creativity and Innovation". This shift encapsulates the now basic role that creative industries have to play in that development and the new challenges of the old education systems, facing today their traditional limits regarding creativity and mobility of young people, and regarding a really efficient life long learning system. But inevitably, new debates come up also about what "creativity" and "innovation" should mean in a broader sense, apart from the economic development. The artistic sector is obviously directly concerned for example, and it is also clear that the concepts have also a strong role to play regarding the actual ecologic debate on renovated energies. But it is also clear that creativity and innovation have to mean something real in a global change in our mentalities, on how we want to see your future, from a radically sustainable point of view.
Being creative is also being able to recognise the diversity that surrounds us, and to use it in a productive way. This diversity is particularly interesting for us regarding the International Cultural Cooperation. This one day Seminar aims to think about the existing mechanisms in that sense in the European politics and programs, and to debate about creative entrepreneurship in the public and private cultural organisations. Bellow this approach, we will be able to better evaluate the importance of the innovation factor in the cultural cooperation projects, and to measure the actual challenge of competition in that sector.
